To: Jud. B
DIED in committee
Requires that the Commissioner of Public Safety issue driver’s licenses with a CCW license endorsement (CCP or EHP for concealed carry permit or enhanced carry permit) noted on them upon request of the license holder. Presumably this would then work in lieu of the actual carry permit card.

Prohibits the transfer of “assault weapons” to anyone under age 21. Firearms prohibited are select fire weapons and the full list of semiauto weapons from the old Clinton AWB, including 10+ round semiauto sporting firearms, folding stocks, pistol grips, etc. etc. In short, a near total gun ban.

The “Mississippi Firearms Parental Amnesty Act” provides that any parent or legal guardian of a minor who is less than eighteen (18) years of age, and who voluntarily and peacefully delivers and abandons any firearm that was owned by or in the possession or control of the minor, regardless of whether the firearm was used in the commission of a crime or not, shall be immune from civil and criminal liability for any action taken with use of the firearm, if any. The bill also REQUIRES the destruction by the receiving government agency of any such surrendered firearms. In other words, destruction of public property.
HB 1340
By: Owen
To: Jud. B
DIED in committee
Current law provides that “Any person who manufactures, possesses, or uses a machine gun conversion device and who is not otherwise authorized by federal law to manufacture, possess or use a machine gun conversion device shall be guilty of a felony.” This bill would move the federal exemption to an affirmative defense.
HB 1596

By: Hobgood-Wilkes (by request)
To: Accountability, Efficiency, Transparency
DIED in committee
The “Permit Freedom Act” requires that in any case in which a license or permit is required before a person engages in a constitutionally protected activity, the criteria for the granting or denial of that license or permit must be specified in clear and unambiguous language. (Or how about not “requiring” a government “permission slip” to practice your civil rights in the first place?)
